[Askalibrarianqa] Nominating previous winners

Now that is really something to think about. I think that since the same
people are creating new answers month after month, it is bound to
happen. 
 
I suppose we could create a policy where the same person does not win
more than twice a year?  That may be one way to curb it.  But to be
fair, some librarians simply excel at their ask a librarian answers, and
indeed, spend more hours there and hence garner more interesting
questions to answer.
 Even if we change the policy, I think we  will continue to see thier
names over and over in the nominations.

  I've been reading my transcripts and some extras. I've noticed that
some of the really excellent chats are from people who have previously
been chosen for an exemplary chat.
 
   What are you thoughts on nominating previous winners?
