[delivery-announce] Service on Monday, October 24

Due to the unpredictability of hurricane Wilma, Velocity Express canceled
stops to all libraries on Monday, October 24.  

Service should be back on track starting today.  Please let me know if you
get missed on one of your regular service days except for yesterday.  Hope
everyone is safe.
