[ipac] Browse scoping copies and items

Steven, since no one's taken a stab at this, I will, and say, yes it should.
Copy records are still definable by agency, and should show up on those
agencies who are scoped for that agency's display. If it isn't doing that,
something is sorely wrong, I would think. Although, I can't prove it, since
we check everything in, are on classic, yadayadayada, ...
Let's just say if it isn't this way in 8.0 there will be a log put in logx faster than the newest employee in Provo can answer the phone and say SirsiDynix Development, may I help you?
