[ipac] HiP URLs

Dene,

In going from IPac 2 to HIP 3.06a, you need to change @! to ~! in all your
URLs. Of course, if you have an old IP address instead of a domain name,
then those won't work at all. 

If you've been cut and pasting links instead editing them, you're open to
other problems. IPac/HIP 2 & 3 put a session number in the URL. This has
the potential for one user to see another's search history or My Account
information. Basically, you copy the URL from the search results and then
get rid of the session section and most everything else except the URI. 

If you move to Horizon in the next year, you'll either go to HIP 3.08 and
be able to keep your URLs, or to IP 8 which is completely different.
