[ipac] Electronic Resources on HiP

FWIW, dummy holdings can be a pain but do give you great stats :_)
We use them for all our netlibrary, books24x7, oxford reference, and
serials solutions sets. Last week began a push at our site to fully
catalog a few key webpages as well (mostly government document sites). We
do all this with dummy records.
TAFE's idea of a dummy agency also has real merit. I have considered it
in our setup of 8x but haven't implemented it yet. We have, also, with
overdrive audio books, which more than one agency uses (but use different
proxies for access), added 4 distinct dummy items for each of the four
agencies so they too can "count" and track titles. While a dummy agency
costs $$, dummy barcodes are free. As is MARCEdit to add them en masse in
your 949 tags.
Both approaches work.
