Plano ISD has been doing similar items with streaming videos and Gale resources. We use a dumb barcode and throw it away. In the call number of the item we say "Available on the web" in our HIP the URL displays on the summary screen as well on the full bib right under the title.
I am on Horizon, but we setup a dummy location that only has the electronic resources in it. We have 67 schools so then I setup this electronic resource location as a secondary location so they show up as part of every schools collection.
It also allows me to pull up the items by date added, in the source I indicate the vendor information that we're cataloging - Annenberg, Unitedstreaming, Gale, and others...
