[ipac] Full bib display - HIP 3.06 and above

We can on 3.06A.  We just copy the Full Bib display, rename it for the
profile it will be associated with (like VAMC Full Bib) and then assign that
Full Bib display to the associated profile.

If you would like more detailed info I can send it off list.
