[ipac] HIP 3.08 RC 58

We are running HIP 3.08 RC 57 in production.

I recently found out that the next build (HIP 3.08 RC 58) is available.
Apparently, this new dynix.ear file addresses a long-standing issue
(holds showing "suspended" status any time a date is in the "reactivate
date" field, even if the date is in the past).

Is anyone running this build in production, and are you having any new
problems with it?
