[ipac] Can the title display order in the public catalog be

Rip,

are you on Hz or Classic?  You can, to a point, in classic, by making each
subfield its own bib field, and then concatenating the bib fields together
in a display field.  We do this with publisher since publisher, pubplace and
pubdate are all individually mapped subfields in BIB, then use an
i-descriptor to concatenate them back together into a displayed field.
