Hi Stephanie,
We are still on HIP 2.1so I can answer your question:
"if a user selects a second limit on the results page, the first limit (in
our case location) is canceled out"
Yes, this is correct, but we found a way to "force" HIP NOT to loose the
location limit by adding Boolean AND to the limits.  For example limit to
non fiction would look like this: location You would  have to have filters defined in  Horizon as well
