[ipac] HIP exact phrase searching

I am not sure if anyone else has ever had this problem.  When we do an exact
phrase search (either by using the advanced search proximity option or just
quotation marks on the search terms) we are getting results that have the
key words, but not in an exact phrase.

Example Search: "engineering design"

Yields various results, including one with this data on the MARC record:

650: 0 $a Design, Industrial $x Psychological aspects.
650: 0 $a Human engineering.

As you can see, engineering and design are not in an exact phrase on the
record in these 650 fields (or anywhere else on the record).  However, most
results yielded are exact phrase hits.

This is just one example but I can get this type of result for several
different exact phrase searches.

Any ideas?  I double checked the HIP admin and Match Type is set to Exact.
Nothing found at customer.dynix.com . . .
