You'll need to create a create a "ROOT.war" directory so that you can then create a "wc3" subdirectory to place the XML files in.  Casey Durfee posted some instructions that should still work with HIP 2 or 3: http://www.tblc.org/pipermail/ipac/2004-October/006519.html
 
Doing that should be easier than trying to add references to the XML files in the HEAD section of every HIP page (which is the other way of linking to P3P files).

Good afternoon, 
         Has anyone implemented the p3p privacy policy statements on their HIP server?  Here at the USGS, we are required to implement.  It involves creating 2 xml files: p3p-policy.xml (Which explains what types of information you collect) & p3p.xml   (which explains which parts of your web site collect which types of information). 
      I'm not sure  where on the HIP server to put the  wc3\p3p-policy.xml file &  p3p.xml files. 

        Any insight would be greatly appreciated.
