[ipac] HIP and RPA

The need for a PIN is determined by the PAC flavour that you use for
rpa.  If you don't want to use a PIN for RPA but you do for HIP, you
need a separate rpa PAC flavour that you would specify at the bottom of
the patron data source edit page in the rpa admin tool. 

In Horizon, leave the "borrower field 2" field blank in the rpa pac
flavour if you don't want to use a PIN in RPA.

We are about ready to add Pin #'s in HIP. Does anyone know if RPA will
be affected by this change and require a Pin field as well?
