[ipac] Multiple predefined limit boxes

I've been trying to get 2 limit boxes to show up in HIP 3.08 and it
seems like none of the changes that I make show up.  Even the options
that I took out of the existing limit box didn't change, let alone the
send box showing up.  Not only have I restarted jboss several times, but
the whole server have been rebooted since I tried to add the second box.
Any ideas where I might have gone astray in my setup?

(HIP 3.08 on Windows 2000 Server)
