[ipac] Updating HIP for web standards

Has anyone ever attempted to completely update the XSL stylesheets to make
HIP standards compliant? For example, HIP almost exclusively uses tables for
layout. Has anyone converted to a CSS based layout? I'm not necessarily
looking to change the design, just the underlying code.
