[ipac] Limits in HIP

Hi Veronica,
I can see how the patron got to this point. He probably wanted to know
what materials on the topic were at location A OR location B.
But that is not how limits work; they are by default ANDed together.
For example, a General KW search for pirates that is limited to DVDs and
Main Branch would find the Pirates of the Caribbean DVD held at Main.
So you can see why a search for materials at location A and location B
would result in very few or even no results. There are no materials on
that topic that happen to be held at both locations.
I don't think there's anything wrong with HIP; as far as I see it, it is
working as designed.
