[ipac] Updating Location changes

If you changed a description in Horizon, you have to restart JBoss in
order to load that into HIP--HIP retains location descriptions and only
refreshes them on a restart.
It is maddening that you learn this by trial-and-error and I can't
always remember either because of course this was NEVER documented
anywhere.

When I changed a description, there was definitely something in the HIP
admin screens I had to find and change. It took me a while to find it.
Running the mass indexer wasnt' neccesary and wouldn't have helped for
me. I just regret that I can't remember exactly what HIP Admin screen
it was. It took me a couple days of frustration to figure it out, a
month or two ago.
