[ipac] Adding a quick search to HIP 4.1

Hi helpful people!
 
I am trying to follow the instructions here:

I am on HIP 4.1, but I cannot find anything anywhere that says Root
Category, or even the previous step, the Interface sub-tab. First of
all, putting in my HIP address this way
http://198.109.75.190:222/sa_tools/admin yields nothing, and neither
does any other combination I can think of. I also tried to login to HIP
as guest/user because at least there is a Customize icon, and I don't
see it there either!
 
I'm just not sure what is meant by the HIP Administration tool. Are this
instructions for a different HIP version maybe? My HIP Administration
tool looks completely different from this. I just want to add a canned
search by URL and it ought to be so easy.
