[ipac] Adding a quick search to HIP 4.1

No, 4.x is nothing like the prior versions of HIP.  And, based on our
experiences, it is not worthwhile to try to add anything.  Almost all of
the changes we have made over the past 2 1/2 years just up and disappear
a few weeks after we make them.
