[ipac] Expired Account Override?

This may be intentional design - prevents self-registered borrowers from placing reserves, etc via HIP after the period when they should have produced ID to gain full membership?

Right now that is how our system works. But what I would like to know is if the HIP system can ignore that and allow the borrowers to continue using HIP. The expiration is, as far as I know, only in place to force staff to ask for address and contact information changes, which is not a very good reason to not allow borrowers to use the HIP system in the interim.
Just looking for ideas or a method to get around this annoyance....
