[ipac] installing HIP 3.x

Our hzsearch server periodically dies for no good reason. That's another 
thing that can cause missing search boxes. Although I don't think it's 
probably what's effecting you in this case, it's good to know.

We have a cron job (we run on linux) running to check every five minutes 
to make sure the hzsearch server is still running, and restart it if 
not.  It can also be restarted manually if you notice it's not running.  
I can provide a few more details for linux, but am not familiar with 
Windows environment for HIP.
