[ipac] 500 Unable to compile class for JSP

HIP user interface is working but I cannot access administrator functions.  I get the error: 500 Unable to compile class for JSP.  I have restarted Jboss but it hasnt fixed the problem.  Any clues?  HIP 3.06A on Windows 2003 running over Dynix classic 191 on Unix Tru64.
