[ipac] z39.50 server woes

HIP really doesn't like being 'talked to' while it's starting up.
We found that if we blocked inbound connections while HIP was restarting
that it would get through the process much quicker. Then once it was back up
and running, we opened the firewall back up for inbound connections.
