[tblcats] rule change?

Hi,

Did I miss a rule change?  LTI, the company we use for authority work,
just sent a bunch of name authority changes where the only difference is
changing the first indicator from a 2 to a 1 for compound last names.  

IE:  100 1_ Ainaud de Lasarte, Juan
     100 1_ Baer-Brown, Leslie
     100 1_ Burle Marz, Roberto

I know I don't keep up on my reading but is this correct?  If so, when
did it happen?
