The following information comes from Follet's web site re MARC tags. I, too,
was surprised by this change -- There must be millions of MARC records out there
in OPACs that have the indicator value of 2 and I suppose the only way to update
them is through an Authority File update.
MORE - OCLC still uses the indicator value of 2 for double surnames (see after
the Follett information)

Note: During the summer of 1996, the first indicator value of 2 became
obsolete. Prior to this time, single surnames were identified with
an indicator of 1 and multiple surnames were identified with an indicator of
2. Single and multiple surnames are now both serviced with a first indicator of
1.

without a hyphen).
USMARC documentation lists value 2 (Multiple surname) as obsolete. OCLC
documentation lists value 2 as a
valid indicator. In 1996, LC made the first indicator value 2 (Multiple surname)
in X00 fields obsolete. Value
1 (Single surname) was redefined as surname to be used for headings with either
single or multiple
surnames.
